Am I responible for the late property taxes due on the house my mom left me?

If the house is a community asset, then the community is responsible. You may be ordered to pay the community for the fair rental value of the house, however.

Most likely, unless the trust or will says otherwise (meaning that the trust or will says your Mother's estate is supposed to pay for it). It is not that you are personally responsible, but more that the duty to pay the taxes runs (goes along) with the ownership of the house. So if you want the house, then you probably have to pay the taxes

Any delinquent property taxes would be a lien on the house. They would have to be paid in order to clear the lien.

You would have to look at your mother's will or trust to see if her estate or trust or you are responsible for the taxes.- but someone will have to pay the in order to release the lien.

Not personally, but the County will eventually sell the property to collect the taxes. It is a lien against the property.
