re CA irrevocable trust - may trustee charge 1.2% of gross assets as the trustee fee?

If it is allowed by the trust. You need to remember that there is work involved in running a trust. However, if the trustee is paying others for advice and management, that cost could be reduced from the 1.2%

This is within the acceptable range, unless there are extra charges on top of this for others the trustee hired for help in administration of the trust.
