Trustee = Trust Administrator??

Is a Trustee the same as a Trust Administrator? Is there a difference between the two?

Could I name a Trust Administrator as Trustee of my Trust?

These will tend to be the same thing, but it can depend on the terms of the trust itself, but it is rare. Usually just nameing a trustee and a couple of successor trustees is sufficient.
