Legal Question in Wills and Trusts in California

Two Trusts, neither Revoked

We have two trusts, the later one doe snot mention revocation of the earlier one. Can the earlier one still be revoked or do we need to request instructions from the court.

It's difficult to say without reading the trusts and seeing what assets are held in each trust, along with any wills that may add assets to either trust.
