Legal Question in Wills and Trusts in California

When my niece turned 21 years old she went to the bank where a UTMA her mother had set up for her when she as 18. The bank refuses to give her the funds. They stated that the custodian had to come in close the account, take possesion of the funds and give the funds to her. Her mother is the custodian and she does not want her to have access to these funds even though she is over 21.

How can she get access to these funds. Seems to me now that she is of majority age that she should be able to get the funds by asking.

Any ideas would be helpful
