Is a verbal agreement just as good and binding as a written agreement if there are witnesses?

No. In some types of matters an oral agreement is not enforcable. Even where an oral agreement is enforcable, the recollections or understandings of witnesses can differ. If it is a matter of any significance you should get it in writing.
