My mother passed away. My brother owed her money, (she had him sign a legal document stating so, and he was the executor. Does he have to pay back the money, so we, the other siblings can divide it?

Normally the answer would be yes, the document is an asset of her estate.
It could depend on the terms of her will and/or trust. Did she have one? Do you know if she mentioned the loan in it; such as providing loan forgiveness?
Do you anticipate a Probate? Do you know if you will need one?
