My father has passed away, do I have the right to see the will even if it is handled by my sister?

the custodian of the will is required to lodge it with the superior court. you can then obtain a copy from the clerk, or if it is not lodged, file a petition to compel the custodian to procuce the will. See PROBATE CODE SECTION 8200 to 8203 at:

if the estate is subject to probate, you should receive notice of any petition regarding the estate from the petitioner.
