Legal Question in Wills and Trusts in California

I was wondering about special needs trust. How will my brother distribute the funds? Will I have to ask him what's it for?

The trust itself should lay out how the money is to be distributed. Normally, the trustee is responsible for paying bills and, possibly, providing a regular allowance, but, again, it depends on the terms of the trust itself.
