Legal Question in Workers Comp in California

2 level fusion

I was injured at work 9/24/07,I had 2 level fusion on my C4-5 C5-6 dated 01/07/08,My doc did not explain fuly that my neck will loose motion after the fusion, my neck is popping and drinding,is this permanent? pls advice thanks.
