If I have a business in California and have employees who reside and work from home in Utah, do I have to pay California workers comp for those employees?

You have to have WC coverage. I assume you do not have it in Utah. While the site of injury would e Utah, the location of the business is California and insurance normally is based upon where the business is located. I would assume that you need to have Ca. Worker's Compensation coverage. Call up 2-3 of the large WC carriers and see what their position is, as after all if there is a claim they will be the ones determining if they will pay or not.
