CA Injured in the line of Duty

My husband was injured in the line of duty as a police officer. His disablity rating is 83% rated. Injury was 2002, but perm Stationary in 2004. Is his settlement going to be drasically reduced because of the new laws in CA? Or will he fall under the law because the injury happened in 2002?

There are two new case laws enetered in January 2007, which suggest that as long as there are some medical reports in or prior 1/2005 or temporary disability paid prior to 1/2005 the old rating system should apply eventhough P & S after 1/2005.
