Legal Question in Workers Comp in California
In California, are employers required to let the employee accrue vacation time, (like he was still working) while off on a workers comp injury?

Yes, for work benefits you are supposed to be treated as though you were at work, including accumulating vacation time, but most employers are unaware of that. As the WC carrier to e-mail the employer as to that, copy to you.
