Legal Question in Workers Comp in California

"in california can a workers' comp. settlement be garnished by a civil judgement or lien placed on it for payment of civil judgment?"

I've only had the 'judgement' for Child Support collect it's lien from a Workers Compensation award or settlement finding.

But if the holder of the court award finds the pending settlement or judgment, there would be the likelihood that the debtor could file a lien and demand that the proceeds of the award go to satisfy their judgment.
