Legal Question in Workers Comp in California

California Workers' Compensation

My mom has been on Workers' Compensation for 5 months due to an on-the-job injury, and is having surgery tomorrow. Her employer just informed her that her health insurance benefits will end on October 1 because she is no longer working, and she will have to use COBRA to maintain her benefits at $1800 per month. Is this legal?
