Legal Question in Workers Comp in California

Canceling Group Health Plan while out on Workers Comp Leave

If an employee is injured at work and is out for an extended period of time can the employer cancel their group health coverage and offer them Cobra? We have heard different answers. Kaiser is telling us that they are require to keep them on until the case is resolved and are considered permanent or stationary. Is there a specific law that address this and where would we find it?
