Legal Question in Workers Comp in California

I was deemed permanent & stationary by my doctor on December 15, 2009, workmans' comp didn't contact me until March 17, 2010. I received one payment on March 20th for my partial permanent disability and another one on April 12th. From what I read, the insurance company must begin paying my permanent disability benefit within 14 days after I am deemed permanent & stationary and payments are made at lease twice in each calendar month, is there any penalty to the insurance company if they didn't follow this?

I was injured as of February, 2009 and returned to work at tne end of April, 2009.

There are penalties that can be imposed for late payments. Although mnay insurers seem to ignore it, the law states that once you return to work they are supposed to make an estimate of what your PD might reasonable be and advance on that percentage up to a reasonable value.
