are diagnostic claims for california worker's comp cases required to be paid regardless of case outcome?

I am not sure what you mean by a diagnostic claim. Claims can only be filed for injuries. If you mean claims filed to determine if you have a medical problem, then the employer does not have to pay for such an evaluation.
