is an employee who is found unable to return to the same line of work guaranteed re-training under workers compensation?

In a way. You do not get training anymore like under the old pre-SB 899 rules. You now get vouchers which pay for tuition at state and certain vocational schools. So unless you have a way to support yourself, it is unlikely that the vouchers are going to do much for you. And the amount of the vouchers depends upon the permanent impariment. They may not be enough to cover the true cost of retraining.
