When an employee that is injured at work refuses medical treatment does the employer have the right to require that the employee seek medical attention?

No, how are you going to force an employee to seek medical treatment? You can not fire them because that would likely be illegal discrimination against an injured worker. Try to reason with the person and point out they do not lose any benefits doing so.
