Can I file worker's comp even if the incident happened before my 90 days or rather I'm still on probation period?

Short answer is yes and you get to count the days off work as part of the 90 days. Long answer destroyed by my computer crashing.

The fact that you are on probation has no effect if you are suffering from a work-related injuries. There are some exceptions for the type of injuriess (such as stress claim if you worked less than six-months). However, even these exceptions are subject to exceptions.
