Legal Question in Workers Comp in California

My friend has been on workers comp for 3 years for a back injury ...he does not want an operation for fear of coming out worst than he is ... he is 63 years old . He wants to know what can he do now that he recieved a letter stating "you will be recieving a last check for workers comp " , Now how will he live ? can he apply for another kind of benefit..... Social Security disabilility?? Or eaht I dont know what to tell him I am just trying to find info for him.. Thank You
