George you answered my question about a 20yr old settlement it was GM not a private party.

I do not know what you mean by "GM". If that is some type of government agency, the same rules apply that laws can not be given retroactive effect unless the statute specifically says so [even that can be questionable]. You can e-mail me directly at [email protected].
