Legal Question in Workers Comp in California

I was injured at work my employer did not have workmans comp. I worked with him as much as i could but it still wasn't resolved within 11 months so i filed with the california uninsured employers fund. We had one hearing and he admitted not having insurance. The state attorney rescheduled the hearing to investigate options of other responsibility (my employers, employers etc) What am I entitled to from the state fund? I have 4 doctors saying i need surgery (severe grade 3 to 4 ac joint separation) Only 2 attorneys seem to take UEBTF cases and they haven't returned my calls???

Uninsured Employers Fund "UEF" cases are twice the work for half the money so most attorneys choose other cases. IF you have a complete medical report with a Request For Authorization "RFA" completed form specifying the exact surgical procedure with your complete medical history and why this surgical procedure will relieve effects of this industrial injury, YOU can file a Declaration of Readiness To Proceed "DOR" form (it has to be served by mail on the UEF) indicating you need treatment immediately that is being denied, and need a hearing regarding this surgical treatment being refused. IF the orthopedic surgeon has not written any RFA Request for Authorization and faxed it to UEF, get that done today.
