what is the law concerning homeower associations and hiring people with or without workers comp

All employers in California must have workers' compensation coverage for their employees. HOA are not excepted from this rule. If they are hiring a company to do work for the HOA, that company must have WC coverage for its employees. If it dos not, the injured worker might be able to sue the HOA or the local public entity might deny any building permits.
