Legal Question in Workers Comp in California

I need to know the laws

I was injured on the job almost one year ago. I have had ''minor'' surgery on my knee. I am unable to bend or get on my hands and knee's, so I still can not do my job. My physcian is pushing for a wedge to be inserted into my knee. My workmans comp. denied the surgery because the physcian did not give enough information. While I was questioning wormans comp. they told me I needed to get another opinion. I did that today. The doctor told me he would recommend the surgery, but said I should be in no hurry to get this operation done. He said I could wait 5 years and then get it done. The whole time, stay on workmans comp. and there should be no problem. I want to work and make more money, but I am physically unable to do this. My family is suffering. Should I be in a hurry to go back to work or be retrained? Can I get a cash settlement and be retrained? Who decides that I get surgery and what kind of surgery? Who decides when I can go back to work? I need help!
