Legal Question in Workers Comp in California
obtaining signatures for settlement documents for an out of state applicant. If the applicant sends the document back with two witness signatures, is the document valid? Or, should his signature be notarized?

The document is "valid" but the WCAB may reject it or the applicant at a later date can say that he never signed it. It is safer to have the signature notarized [which means that your do not need the witness signature].
