Do owners of residential rental property have to pay into Workman's Comp when they hire a workman to do cleanup or fix a problem on their rental property, or is this covered under the rental property insurance?

Depends on your property insurance.

Homeowner's policies nearly always have workers comp coverage, but not all rental property coverage...

...if your underwriter or agent cannot point to a specific policy page and paragraph where you are covered for actions filed by workers for workers compensation claims, better buy an extra 'rider' and get that paragraph in your hands first.
