Legal Question in Workers Comp in California

Can I reopen my workers comp case. It was closed in 96. I was 81 %. Kept future medical. Because of my injury I have had two lamenectomys and my entire lumbar removed now titanium. I have been 100% disabled. Since 09. Can I reopen and claim 100% since 09 and why has state fund nottttt covering my meds future medical

It would be very difficult because you had to reopen within 5 year from date of injury.
