can i reopen a workers comp claim after signeing a compromise and release and my injury has got worse

Clearly you can not reopen/relitigate any issue you agreed to settle. Most compromise and releases involving settling all possible issues. You need to look at your settlement to see what was resolved. Why would someone pay you for a permanent settlement when you could just come back later ans ask for more?
If you suffered a worsening of your condition while working for anyone, including your former employer where you were originally injured, then you might be able to claim a new injury and start the process over again.
