Legal Question in Workers Comp in California

rotator cuff and clavicalectomy

i was injured on my job in 06, since having several AME'' they have still denied my surgeries... also I had another claim without seeking a lawyer in 05. surgey was just done on 1 23 09 and now they are trying to make me settle even though my doctor hasen't released me from his care.. can they do this? they have also discontinued my temp disability. is this the new law even though i am still unde medical care
