if I want to settle my WC medical, does the insurance company have the right to refuse settling

The insurance company does not have to settle the future medical after entering into a Stipulation With Request For Award. That said, it is more likely that the insurance company would settle the future medical, if there was actually future medical being received by the applicant.

Allow me to further explain. Post Stipulation, if the applicant is not receiving any future medical pursuant to their award, there is no incentive for the insurance carrier to settle the future medical. However, if the applicant is receiving future medical on an ongoing basis, and costing the carrier $$$, then they will have more incentive to settle the future medical award.
