Legal Question in Workers Comp in California
my sister was in a car accident driving from one work site to another.. She is moving out of state.. Is she limited to what doctor she can see after she moves out of CA? and are there any other factors she should be aware of since she will no longer be a CA resident?

She should contact the WC carrier to tell them of the change of address and ask how that will effect her, especially as to medical treatment. They will, of course, assume that she will never be returning to work at her former employer unless they have a facility where she is moving to. Ther should be no other effect on her case.
If your sister moves out of California, it will be nearly impossible to find a doctor located in her new state who can write a medical report in compliance with the California Labor Code. This means that most likely, any report generated from a doctor outside Ca. will not be admissible. Therefore, there my be a serious impact to her workers' compensation case if she's an out of state claimant.
Also, there may be a third party case against the other driver. Without knowing more about the nature and extend of your sister's injury (assuming that she is injured), and without knowing more about the facts of the accident, it would be very difficult for me to offer her more advice.
