What does ''stipulation and award at 13%'' mean?

It means that both you and the representative of the employer's WC carrier informed the WC Appeals Board that you agreed to the judge finding that your permanent disability after adjustment for age and occupation amounts to a total of 13%, which percentage is then converted into a certain number of weeks at your established PD payment amount/rate. You will then be paid that amount for those number of weeks, but after that nothing more for the PD.

You should not be agreeing to anything that you do not understand. If you did not understand what you were agreeing to and feels you are entitled to more, you must immediately contact your attorney if you have one or if not the claims adjuster to see what can be done. The WCAB must be contacted ASAP so that you have a possibility of reversing the award.
