Legal Question in Workers Comp in California

I am going to therapy on workman's comp insurance for my arm. Do I still get paid if the therapy is during work hours?

You should be paid. However, many employers force you to use up your sick leave and vacation time. I recommend that if you have to go to therapy for many sessions and the employers is forcing you to take time off work on your own and still expect to do your job 100%, to demand your doctor for a partial temporary disability benefits.
