Is it true that due to changes in the law, a person can not be compensated for pain and suffering?

Workers' Comp. never has given any compensation for pain and suffering; it pays for inability to do one's work and reduced ability to perform work in the general labor market, such as no heavy work, light work only, etc. Civil tort actions allow for pain and suffering recovery and still do, but with a few exceptions, you can not file a civil suit if you have a WC cases.
