I can think of no reason why should not be able to work as a restaurant manager in the State of California, based on the information you've provided. There are no laws prohibiting you from working anywhere after you file a workers' compensation claim. In addition, you do not have to disclose a prior workers' compensation claim. You must, however, be honest with any prospective employer regarding your physical work abilities.
If you are physically able to do the work, there is no reason you can not work in that occupation again. An employer is not supposed to discriminate against a person for filing a WC claim, but they do, so you have to be careful as to that issue.
Lots of people continue working at their same jobs after filing a claim and winning, to say nothing about working in the same occupation. You cannot legally be blacklisted.
