Legal Question in Workers Comp in California

I have workers comp case going for 9 years, and they still have not settled. i have been declared perment and stationary since 07. ihave had 2 surgeries on right rotor cuff . and they both failed. now i have another tear, please help.

Do you already have an attorney? 9 years seems to be a very long time for an open comp case, and being P&S's since 2007 without a settlement of sort seems to be quite a long time.
