i have been out on workers comp for a year and a halfafter returning to work my boss wants to sign me up as new employee with less benefitscan he do this

No, it is illegal to discriminate against an employee who suffered an industrial injury. You are actually entitled to earn sick leave and vacation time and senority while you are off. Your boss probably does not know the law; tell him to speak to his WC insurance carrier [although the adjuster may not have full knowledge either].
