Legal Question in Workers Comp in California

my wife has carpol tunal on both hands one hand had surgery and the other was scheduled for surgery, we found she was pregnant so they would no longer do the surgery, now the doctor put her on permenant and stationary and the workercomp ins. she will no longer get the checks she was getting before they are cutting them in half, she is no longer eligible for full benefits of payment. the doctor stated she could not go back to work because the hand that didn't get surgery is causing so much pain and discomfort. can they do this, they say because she is pregnant and can't get the surgery she is not eligilble.
