In a workers'compensation case can a Judge order a new PQME panel request after a PQME has written a report not final, but three years has past and def asked and examiner never responded?

If that Old QME won't write a final report, the only remedy is to get a new QME.
Sometimes, the Judge has to order the Medical Unit to provide a new QME.
So, yes, the judge CAN order this.
