Condominium Bylaws
Can the Board introduce the use of ''proxies'' for Annual meeting if
it is not in the Bylaws and was not used for prior meetings?

Under s.56 of the British Columbia Strata Property Act, a member can vote in person or by proxy.
You will have to consult the applicable legislation in your jurisdiction if you are not in BC.
