Ex-friend owes money

I live in Calgary, Canada. My ex-friend lives in Utah, USA.

I loaned her $1000 (US) via Paypal in October 2007. This was a temporary loan. I have sent her numerous emails requesting the loan be repaid.

I do have an email from her acknowledging she owes me the money and promising to pay me back, but I still do not have any money after numerous requests and deadlines from myself. What do I do now?
