In most instances, criminal convictions are a matter of public record. There may be organizations that track these public records, and therefore, for a fee, are able to provide information to anyone who requests it.
Otherwise, a central record, in Canada, the Canadian Police Information (CPIC) computer system, and, locally, individual police services, are only accessible by law enforcement or government agencies or an individual to whom a record may relate. Third party private persons may not get such records unless it is with the consent of the individual. A prospective employer might be such a private person.
