Restraining Order
How do you get a restraining order for someone that lives out of the country? I live in the united states and the person that is harassing and threatening me lives just inside of canada? can you help?

Unless they are driving all the way from Canada to see you; you won't be able to secure an order. I would presume the contact is made by phone, email, or mail. If by phone, report to the phone company and change your number. If by email, change your email account. If by mail, give a copy of threats to postal inspectors.
