can a family member of the person fighting for child submit a affidavid towards the case.

In British Columbia, any person can provide an affidavit; it must address the issues and provide facts and not opinions or personal comments. If the intent is to have the evidence at a trial, then generally affidavits are not permitted, and the person with the evidence must come in person and give oral evidence. There are exceptions, but when they apply is quite technical and you should consult a lawyer.
