I am Canadian and divorcing my husband with the grounds of. adultery and abandonement. I am living in Cabo San Lucas, Mexico and wondering if it is legal in Canada to use a mexican notary to complete paperwork which will be filed in the Canadian courts.

There is no problem with using a Mexican notary, but you can not initiate divorce preoceedings in British Columbia if you are living in Mexico. To divorce in British Columbia, you or your spouse must have ordinarily resided in British Columbia for not less than one year at the time the divorce proceeding is begun.
