How to get child support from ex wife

Is it possible to get child support from my ex wifes new husband? I've raised both kids for 13 years and have never received a dime. She doesn't work, so getting any from her won't happen. Since her husband married her knowing she has kids not living with her, doesn't he share in her responsibility to them?
