I'm 17 and living with my father. My mother has never paided a penny for child support. My father does not want to take legal action, can I?

It depends on where you live; the laws of each province vary. You did not give your city or province, but if you live in British Columbia, I will be able to advise you. If you do not live in British Columbia, then as I practice in that province, I can not advise you of the laws in other jurisdictions.
