dead beat dad .....does he still have rights?

My daughter is 7 years old. She has had absolutly NO contact with her biological father for almost 5 years now. He has never paid child support, called her on her birthday or said Merry Christmas to her. I want to know how i can have him sign over his rights to her so that she can be adopted by my husband. I have tried to contact him but i havent found him. What right does her Bio father have to her? Does he have any?Do i have to contact him? What do I do ?

It depends greatly on what province you, the child and the father live in. If that province is B.C., this firm can assist you and answer the question, although many more details would be needed.
